FOCUS: UM Research Park and Corporate Partners
Dr. Robert Sydney “Syd” Spain has been named Executive Director of the University of Mississippi Research Park. Dr. Spain most recently served as executive director of the Research and Technology Foundation at Auburn University and assumed his duties here on June 4.
In addition to a long career in architecture, industrial design, and city planning, Dr. Spain has worked in the military, state government, private, and academic settings and brings with him the managerial and leadership skills necessary to undertake and supervise the development of the Research Park.
In 2004, Dr. Spain was assigned full-time responsibilities to plan and develop the 156- acre Auburn Research Park. A year later, he was appointed as the executive director of the Auburn Research and Technology Foundation to develop, operate and manage the park.
The University of Mississippi Research Park is intended to provide a vital link to the knowledge- and technology-based economy. The park will initially capitalize on four clusters of existing research expertise at UM: health care, information management, defense/security and remote sensing technologies.
Dr. Spain will oversee planning and initiation of the park, including site planning, assessing financial options, reviewing legal documents, reviewing construction plans, and participating closely in the marketing aspects of the park.

Kendra Sampey Rauschenberger, Industry and Corporate Relations Specialist for the Office of Research and Sponsored Programs, will be working directly with UM Research Park Executive Director Dr. Syd Spain to identify potential tenants for the Park and will continue to serve UM faculty by communicating their research strengths to private companies and public agencies to promote and enhance collaborations.

My grant has been awarded. How do I get a UM account number?
A:
Account setup is handled by the Accounting Office. A few things must be in place before an account can be set up. The ORSP must have:
- A fully executed award;
- A signed Notice of Award memo (signed by the project director/principal investigator);
- A UM Transmittal Sheet for Sponsored Projects (with all applicable signatures and approvals); and
- A detailed budget that corresponds with the award budget.
When all these things are in place, the ORSP will send a memo to Accounting requesting that an account be set up. The project director/principal investigator will receive a copy of this memo so that s/he knows that Accounting has been notified.
Then Accounting will set up the account and send a memo to the project director/principal investigator (with a copy to the ORSP). The account number and funded amount will be specified on the memo.

COS Funding Alert and Record Track are each useful tools, but they really become powerful when you use them together to make very quick work of finding and managing the right funding opportunities for you. After creating and refining a funding search in COS Funding Opportunities, save the search and mark it to deliver weekly alert emails. Then when the weekly alert arrives, quickly review the email, identifying those that seem interesting. Just open each record and at the top, click “Track this Record” to save it to your COS Workbench, then continue. After you have “triaged” your Funding Alert in this way, you can log into your COS Workbench when convenient and review your short list to decide which opportunities to pursue.

Third International Joint Conferences on Computer, Information, and Systems Sciences, and Engineering (CISSE 2007) ~ December 3-12, 2007
CISSE 2007 provides a virtual forum for presentation and discussion of the state-of the-art research on computers, information and systems sciences and engineering. The virtual conference will be conducted through the Internet using web-conferencing tools, made available by the conference. CISSE 2007 is composed of the following four conferences:
- International Conference on Systems, Computing Sciences and Software Engineering (SCSS 07)
- International Conference on Telecommunications and Networking (TeNe 07)

National Science Foundation Publishes New NSF Proposal and Award Policies and Procedures Guide, Announcing Changes to Proposal Format Requirements
The National Science Foundation has published a new NSF Proposal and Award Policies and Procedures Guide (NSF publication 07-140). This guide combines two previous NSF publications: the Grant Proposal Guide and the Grant Policy Manual. The new Proposal and Award Policies and Procedures Guide contains several critical changes to NSF proposal requirements, including new guidance on allowable fonts and page formatting. It is critical that all researchers intending to submit to NSF review this new manual. NSF reserves the right to return without review proposals which do not comply with formatting requirements.

The University of Mississippi will conduct an internal competition to select two UM candidates for the 2008 Beckman Young Investigators Program. This prestigious annual competition is intended to provide research support to the most promising young faculty members in the early stages of academic careers in the chemical and life sciences. Defense University Research Instrumentation Program FY08 ~ Deadline August 21
The Department of Defense has announced an upcoming deadline for the FY08 Defense University Research Instrumentation Program (DURIP) through the Air Force Office of Scientific Research (AFOSR), the Army Research Office (ARO), and the Office of Naval Research (ONR). DURIP is designed to improve the capabilities of U.S. institutions of higher education to conduct research and to educate scientists and engineers in areas important to national defense by providing funds for the acquisition of research equipment. DURIP funds will be used for the acquisition of major equipment to augment current or develop new research capabilities to support research in the technical areas of interest to the sponsoring agencies. A central purpose of the DURIP is to provide equipment to enhance research-related education. Therefore, proposals must address the impact of the equipment on the institution's ability to educate, through research, students in disciplines important to DOD missions. The research areas of interest for the administering agencies are available through the Broad Agency Announcement and in the COS records listed below. SIGNIFICANT AWARDCottrell Scholar Awards ~ Deadline September 1
Awards will be made to U.S. and Canadian universities to further the teaching and research of faculty members in Ph.D.-granting astronomy, chemistry, and physics departments. The Cottrell Scholar Awards are designed for institutions and faculty members who wish to excel at both teaching and research. They enable recipients to implement their plans to become outstanding scientists and educators as well as tomorrow’s academic and scientific leaders. The awards also seek to reinforce faculty mentoring, communication, and a heightened appreciation for instruction in university science departments. Applicants must be in the third calendar year of their first tenure track position.

National Endowment for the Humanities Summer Stipends ~
UM Internal Deadline: September 12
NEH Application Deadline: October 2
Faculty members teaching full-time at colleges and universities must be nominated by their institutions to apply for a NEH Summer Stipend. Preliminary proposals will be reviewed and screened by an internal committee to determine the nominees to be submitted by UM to the NEH. The selection process will be conducted by the College of Liberal Arts. Questions about the internal review and selection process should be directed to Dr. Holly Reynolds, Assistant Dean of Liberal Arts (hreynold@olemiss.edu, 915-1514).
Final proposals by selected nominees are due to NEH no later than Tuesday, October 2, 2007, and must be submitted by the ORSP (not the individual nominee) via Grants.gov; this is a change in process from previous years. Questions about NEH guidelines and the Grants.gov online submission process should be directed to the Program Development Specialists in the ORSP.

Deadline September 15 The John Simon Guggenheim Memorial Foundation offers fellowships to further the development of scholars and artists by assisting them to engage in research in any field of knowledge and creation in any of the arts, under the freest possible conditions and irrespective of race, color, or creed. The foundation provides fellowships for advanced professionals in all fields (natural sciences, social sciences, humanities, creative arts) except the performing arts. The foundation selects its fellows on the basis of two separate competitions, one for the United States and Canada , the other for Latin America and the Caribbean .

American Council of Learned Societies Fellows ~
Deadline October 3 The American Council of Learned Societies (ACLS) Fellowship Program invites research applications in all disciplines of the humanities and humanities-related social sciences. The ACLS Fellowships are intended as salary replacement to help scholars devote six to 12 continuous months to full-time research and writing. The ultimate goal of the project should be a major piece of scholarly work by the applicant that will take the form of a monograph or other equally substantial form of scholarship. ACLS does not fund creative work (e.g., novels or films), textbooks, straightforward translation, or pedagogical projects.

Woodrow Wilson Fellowships ~
Deadline October 1
The Woodrow Wilson International Center for Scholars awards residential fellowships annually to individuals with outstanding project proposals in a broad range of the social sciences and humanities on national or international issues. Topics and scholarship should relate to key public policy challenges or provide the historical or cultural framework to illumine policy issues of contemporary importance.
The center devotes significant attention to the exploration of broad thematic areas. Primary themes are:(1) governance, including such issues as the key features of the development of democratic institutions, democratic society, civil society, and citizen participation; (2) the U.S. role in the world and issues of partnership and leadership - military, political, and economic dimensions; and (3) key long-term future challenges confronting the United States and the world.
While the center does not engage in formulating actual policy, priority will be given to proposals related to these themes and intersecting with crucial public policy issues. Within this framework, the center also welcomes projects that provide the historical or cultural context for some of today’s significant public policy debates.

The National Humanities Center offers 40 residential fellowships for advanced study in the humanities during the academic year, September 2008 through May 2009. Most of the Center's fellowships are unrestricted. Several, however, are designated for particular areas of research. These include environmental studies and history; English literature; art history or visual culture; French history, literature, or culture; Asian Studies; and theology. Scholars interested in the impact of recent scientific research on the concept of the human are also encouraged to apply; see “Autonomy, Singularity, Creativity” on the Center's website.

New Fringe Benefits Rate for Proposal Budgets
Effective immediately, The University of Mississippi will budget fringe benefits at 29.00% of salaries and wages, excluding students. This estimate is based on the University’s overall composite rate

is an estimate only. Actual amounts may vary from this estimate according to the benefits package selected by each individual employee.
New Issue of UM Quest Magazine Now Online
The Winter 2007 issue of UM Quest magazine is now viewable on the ORSP website. The cover story, entitled “The Power of Partnerships,” describes how UM scientists and scholars, drawing on the strength of public and
private partnerships around the globe, take on some of the world’s
biggest problems, including malaria, cardiovascular disease and natural

Fly America Act ~ Does It Apply to You?
The Fly America Act restricts foreign travel supported by federal funds to the use of a U.S. air carrier. There may be exceptions where a foreign air carrier is allowable ( U.S. air carrier unavailable, use of a U.S. air carrier significantly extends the travel time or the foreign air carrier has a code-share arrangement with a U.S. air carrier). A code-share arrangement is one in which a U.S. air carrier partners with another air carrier for service. In these cases it is possible to purchase a U.S. seat on a foreign flight, but the individual reservation and ticket will include the U.S. air carrier name if a code-share arrangement is in place. Cost savings is not considered an appropriate exception.

The Office of Research and Sponsored Programs oversees funding for research, service,
education projects. These activities complement the fundamental aspects of The University of Mississippi’s mission and are among its most tangible contributions to the future. Funding for these activities is one of the best measures of a university’s success in engaging with national and international communities.
All of us who have sought funding to test our ideas know that it is difficult and that the communities to which we belong are highly competitive.
